Housing Ministry, HoCSF Break Ground for 250-Unit Renewed Hope Civil Service Estate
‎The Federal Mortgage Bank of Nigeria (FMBN), on Wednesday, August 19, 2026, joined the Federal Ministry of Housing and Urban Development, the Office of the Head of the Civil Service of the Federation (OHCSF) and other stakeholders at the groundbreaking ceremony for the 250-unit Renewed Hope Civil Service Estate at Dukpa, Gwagwalada, Abuja.
‎The groundbreaking, performed by the Head of the Civil Service of the Federation (HoCSF), Mrs. Esther Didi Walson-Jack, marked the commencement of the construction of the 250-unit estate comprising two- and three-bedroom bungalows. 
The project is being developed through a partnership between the OHCSF and the Federal Ministry of Housing and Urban Development to provide decent and affordable housing for federal civil servants.
The Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, in his address at the event, described the project as more than another housing scheme, noting that it represents government’s appreciation of the service, commitment and contribution of civil servants to national development. 
He charged the contractors, consultants and supervising teams to ensure that the houses are delivered to the required standards and within the stipulated timeframe.

‎In his remarks, the Managing Director/Chief Executive of the Federal Mortgage Bank of Nigeria, Shehu Usman Osidi, reaffirmed the Bank’s commitment to supporting the project and other government housing initiatives, particularly through the provision of accessible and affordable mortgage financing to eligible beneficiaries.
‎Osidi described the initiative as a significant intervention in the provision of decent, affordable and sustainable housing for federal civil servants, noting that it represents a practical demonstration of the Federal Government’s commitment to improving the welfare, dignity and quality of life of its workforce.
‎He acknowledged President Bola Ahmed Tinubu’s visionary leadership and commitment to transforming Nigeria’s housing sector and improving the welfare of Nigerians through the Renewed Hope Agenda and the Renewed Hope Housing Programme. He also commended the Ministry of Housing and Urban Development, under the leadership of the Honourable Minister, Engr. Muttaqha Rabe Darma, for its sustained efforts in translating the Federal Government’s housing agenda into tangible programmes and projects across the country.
‎The FMBN Chief Executive further recalled the leadership role of the Head of the Civil Service of the Federation in facilitating the Memorandum of Agreement between FMBN and the Federal Government Staff Housing Loans Board (FGSHLB) for the provision of ₦10 billion in housing loans to federal civil servants.
‎He affirmed the Bank’s readiness to provide affordable mortgage financing to eligible beneficiaries of the estate, stressing that the development of housing units must be complemented by accessible financing to enable intended beneficiaries achieve sustainable homeownership.
‎"Our objective is to ensure that the development of these homes is complemented by accessible and affordable mortgage financing, thereby enabling the intended beneficiaries to achieve sustainable homeownership,” he said.
‎Speaking before the groundbreaking, the HoCSF, Mrs. Walson-Jack, described the groundbreaking as a significant milestone in the Federal Government’s commitment to improving the welfare and homeownership opportunities of civil servants. 
‎She recalled the ₦10 billion housing loan provided by the Federal Government through FMBN and the FGSHLB and encouraged civil servants to take advantage of the available housing financing opportunity to meet their homeownership needs, stressing that access to decent accommodation is an important component of workers’ welfare.
‎The 250 housing units are expected to be completed and delivered for occupation within six months.
